VTrans is Virginia's Transportation Plan. It is prepared for the Commonwealth Transportation Board by the Office of Intermodal Planning and Investment.

A vision statement describes the optimal future that all of us, working together, want to bring about. An inspiring picture of what we want to accomplish over time, the vision statement motivates and guides everyone involved in achieving it. It provides a focal point that helps each partner agency and stakeholder align its own plans and actions with desired future outcomes and stay true to the course during the long journey toward success.

What's the VTrans Vision? Virginia's transportation system with be Good for Business, Good for Communities, and Good to Go. Virginians will benefit from a transportation system that advances Virginia businesses, attracts a 21st century workforce, and promotes healthy communities where Virginians of all ages and abilities can thrive.

What are the VTrans Guiding Principles?

Guiding Principles describe an organization’s beliefs and philosophy pertaining to quality assurance and performance improvement. The principles should guide what the organization does, why it does it, and how.

Guiding Principles
GP 1: Optimize Return on Investments Implement the right solution at the right price, striving to meet current needs while advancing long-term prosperity and livability.
GP 2: Ensure Safety, Security, and Resiliency Provide a transportation system that is safe for all users, responds immediately to short-term shocks such as weather events or security emergencies, and adapts effectively to long-term stressors such as sea level rise.
GP 3: Efficiently Deliver Programs Deliver high-quality projects and programs in a cost-effective and timely manner.
GP 4: Consider Operational Improvements and Demand Management First Maximize capacity of the transportation network through increased use of technology and operational improvements as well as managing demand for the system before investing in major capacity expansions.
GP 5: Ensure Transparency and Accountability, and Promote Performance Management Work openly with partners and engage stakeholders in project development and implementation. Establish performance targets that consider the needs of all communities, measure progress towards targets. Adjust programs and policies as necessary to achieve the established targets.
GP6: Improve Coordination Between Transportation and Land Use Encourage local governments to plan and manage transportation-efficient land development by providing incentives, technical support, and collaborative initiatives.
GP 7: Ensure Efficient Intermodal Connections Provide seamless connections between modes of transportation to harness synergies.

What are the VTrans Goals and Objectives?

The VTrans Goals support the VTrans Vision. They also help form the basis for VTrans performance measures, which are numeric descriptions of a transportation system’s performance or condition. Performance measures tell a story about whether the Commonwealth is making progress towards the VTrans Vision and Goals.

When were the Vision and Goals adopted?

On January 15, 2020, the Commonwealth Transportation Board (CTB) took action to adopt the VTrans Vision and Goals. Prior to adoption, the VTrans team took a step back to assess the meaning and relevance of the previously adopted Vision and Goals. You spoke and we listened! We collected your feedback throughout 2019. Thank you for helping us ensure that the VTrans Vision and Goals represent our best aspiration for the world in which future generations of Virginians will live.

What policies have been adopted to support the VTrans Vision and Goals?

On March 17, 2021 the Commonwealth Transportation Board (CTB) took action to adopt the policy for the prioritization of the VTrans Mid-term Needs as outlined in the Policy Guide for the Identification and Prioritization of the VTrans Mid-term Needs and accepted the prioritized 2019 VTrans Mid-Term Needs. The policy establishes a transparent, data-driven, systematic, and replicable process for identifying pressing transportation needs and prioritizing the needs where solutions may make the biggest contribution to the VTrans Vision and Goals.

What are the next steps for executing the VTrans Vision and Goals?

In the months ahead, we will be identifying Key Performance Indicators (KPIs) to assess progress towards the adopted Goals and Objectives, identifying Long-term Needs and VTrans Strategic Actions for making the VTrans Vision and Goals a reality for all Virginians.
